Because Ace isn't actually his grandson. Ace and Luffy have different dad's and different mom's, they're not actually brothers, meaning that Garp is really only Luffy's grandfather. But since Ace grew up with Luffy, Garp views him in a grandfatherly way and cares about him but Ace isn't his grandchild
